The report is based on empirical data – qualitative data – generated in the participating countries – Greece, Cyprus, Italy and Spain – and analysis of statistical data sets focusing on the target group of the project – NEETs.

The report brings foreword the beliefs and agency of various actors, namely young NEETs, individuals involved in Social and Sharing Economies, and employment advisors or other key informants. In addition, the report carried out an impact assessment of contemporary employment policies to evaluate the effectiveness of the Youth Guarantee in the Southern regions of the EU. Furthermore, the report critically assesses the efficiency of employment services, youth counselling centres and services, and youth employability providers in the participating member states. One of the major recommendations that derive from the report is that member states should promote feasible employment growth and educational support and support quality employment by regulating precarious employment of young people and providing welfare and security. It stresses the inclusiveness and accounts of various actors in the process of defining strategies including the young peoples’ opinions.
